a way to syphon off the good people

Is there a way to syphon off the good people from the bad people? Create two countries one a more evil country with the laws accordingly and a more righteous country. Within 10-30 years all the good people will go to the good country and the bad to the evil country. That’s what happened in the tanach with Judea and Israel.
